TI has engaged local people who cycle regularly as cycling rangers to:

To date the 30 rangers have suggested 40 improvements and 12 new locations for parking. Their fault reporting has increased Tower Hamlets “fixed rate” from 37% to 50% boosting the council into the top 20 Highway Authorities.
The Local Ranger model is applicable to any council.
